Military Affairs

The Governor's Advisory Board for Veterans Affairs (GAB) is mandated by Kentucky Revised Statute 40.305 and is composed of a seven (7) member board appointed by the Governor, the executive director of the Kentucky Commission on Military Affairs and the Adjutant General of the Commonwealth. Its purpose is to advise the Governor, the General Assembly and the Commissioner of the Kentucky Department of Veterans Affairs on matters relating to veterans and the administration of veterans services programs. The organization is required by statute to meet at least once every quarter to discuss needs and concerns of Kentucky Veterans. Meetings are usually conducted at the National Guard Association of Kentucky Building, 1111B Louisville Road, Frankfort, Kentucky 40601 and are always open to the public. Click here to learn more

The Kentucky General Assembly established the Veteran’s Program Trust Fund (VPTF) as part of the Kentucky Vietnam Veterans’ Bonus Act on December 23, 1988. The purpose of the VPTF is to direct funding to projects and programs that help Kentucky’s veterans but for which other funds are not available. The VPTF is overseen by a Board of Directors whose members are appointed by the Governor. Click here to learn more

The Council of State Governments (CSG), in cooperation with the US Department of Defense, drafted this Interstate Compact to address some of the educational challenges transitioning children of military families face. Since July 2006, CSG worked with a variety of federal, state and local officials as well as national stakeholder organizations representing education groups and military families to create the new interstate agreement.

The goal of the Compact is to replace the widely varying policies affecting transitioning military students. The Compact leverages consistency: It uses a comprehensive approach that provides a consistent policy in every school district and in every state that chooses to join. The Compact addresses key educational transition issues encountered by military families including enrollment, placement, attendance, eligibility, and graduation. Click here to learn more

In 2002 the Kentucky Military Heritage Commission was created by an act of the General Assembly as an independent agency of the Commonwealth of Kentucky but attached to the Kentucky Heritage Council for administrative and support purposes. The commission consists of the Adjutant General, the State Historic Preservation Officer, the Director of the Kentucky Historical Society, the Director of the Commission on Military Affairs, and the Commissioner of the Department of Veteran's Affairs. The Council of State Governments (CSG), National Conference of State Legislatures (NCSL), and National Governors Association Center for Best Practices (NGA Center)—a group referred to as the partners on this webpage—with support from the U.S. Department of Labor (USDOL), will assist participating states, commonwealths, and territories in improving their understanding of occupational licensure issues and best practices; becoming familiar with and discussing the existing licensing policies in their state; identifying current policies that create unnecessary barriers to labor market entry, especially for military families, immigrants, people with criminal records and unemployed or dislocated workers; and creating an action plan that focuses on removing barriers to labor market entry and improves portability and reciprocity for select occupations. Kentucky has adopted the Emergency Planning and Community Right-to-Know Act (EPCRA) into law through Kentucky Revised Statutes (KRS) 39E and the Kentucky Administrative Regulations (KAR) found in 106 KAR Chapter 1. EPCRA requires that every State have a State Emergency Response Commission (SERC). In Kentucky, the SERC is known as the Kentucky Emergency Response Commission (KERC). Click here to learn more
